The APSAD (Association Plénière des Sociétés d'Assurance Dommage) published a document called D19 in march 1999 :

"Infrared thermography / control of electrical fittings".

This document was drawn up by a working group which studied on: " Control of electrical fittings through electrical fittings" This group gathered people interested in thermography: insurance companies, insurance middlemen, infrared camera makers, camera using companies, control offices, maintenance companies.

This document is part of APSAD’s (Assemblée Plénière des Sociétés d'Assurance Dommages) fire insurance contracts in which the chapter 27 of General Dispositions stipulates that for activities which present particular fire or explosion dangers, or if the electrical equipment is the main element of the production tool, "the insurer may urge the insured through a contract to carry out infrared thermography controls besides his annual control of electrical fittings. The periodicity of this control is determined according to the particular conditions and the book’s technical specifications of the APSAD’s D19 document will be carried out by an operator whose skills are attested by a training certificate delivered by CNPP."

In consequence of the General Disposition 27, the clause 27 stipulates that the insured contracts to :

  • Provide the intervening company with all information concerning the presence and the delimitation of sites, areas or rooms which may present particular fire- or explosion danger.
  • Study the control report in order to cure within the required times (emergency criteria) the defects and most of all those which may lead into a fire or an explosion.
  • Provide the insurance company with a copy of the control report which will have been totally signed.
  • Communicate a copy of the control declaration of electrical fittings through infrared thermography according to the document D19 to the insurance company. This copy will have to be sent within 15 days after the operator will have himself sent it to you if this document indicates that the fitting presents intervention priorities of degrees 1 and 2 which are mentioned on the back of the Q19 declaration.

The content of the control report which is mentioned in the D19 will have to be sent with a Q19 declaration.
